AMDL is administered by a Board and managed by a General Manager.

The Board of Administration has all the powers and prerogatives necessary to the administration of AMDL and the fulfillment of its mission. To this end it is responsible for:

  • Approving the Agency’s annual action program on the basis of the strategy it has defined and the main guidelines set by the Government ;
  • Setting the annual budget and the Agency’s multi-annual forecasts, as well as the financing modalities of the Agency’s activity programs along with amortization schemes ;
  • Setting the Agency’s annual accounts and deciding on the allocation of the proceeds ;
  • Drawing up the master-plan for the development of logistical parks ;
  • Approving the specifications relative to the development of logistical parks put by the Agency at the disposal of logistical and business operators ;
  • Drawing up the Agency’s Organizational Chart which sets up organizational structures and their duties ;
  • Drafting the status of the Agency’s staff which sets the conditions governing recruitment, salary and pay scheme, and career development within the Agency ;
  • Setting the regulations governing the conditions and forms of contracting and contract award ;
  • Deciding on the acquisition, transfer, and rental of real estate premises on behalf of the Agency ;
  • Examining the annual management report which is drawn up by the Agency’s General Manager. The Board of Administration may empower the General Manager to settle specific matters.

The General Manager of the Agency has all the powers necessary to the management of the Agency, and to this end:

  • He carries out the decisions of the Board of Administration and, if the need should arise, those issued by the committee(s) that the latter may set up and approve of ;
  • He manages the Agency and acts in its name ;
  • He takes care of the management of the entire services and coordinates their services, appoints staff to positions within the Agency, in conformity with the status of its personnel, and accomplishes or authorizes all acts or operations pertaining to or conducive to the objectives of the Agency ;
    • He represents the Agency vis-à-vis the State, any public or private administration, and any other third parties ;
  • He undertakes any conservatory act in order to preserve the interests of the Agency ;
  • He represents the Agency in courts of justice and may take legal action intended to defend the interests of the Agency, though he must immediately notify the Chairman of the Board about any such action ;
  • He attends the meetings of the Board of Administration, in a consultative capacity, as well as the meetings of the committees set up by the Board, if need be. The Agency’s General Manager may, under his own responsibility, delegate part of his powers and prerogatives to the personnel accountable to him.
